Since the Budget and Public Finances create the possibility within which the Government of the Republic of Kosovo intends to achieve the objectives of its economic and social policies for the general good and in the interest of the citizens, the Government creates instruments through which it makes possible and creates appropriate solutions in budget planning, respecting the spending limit through the management and control of public finances, which are vital for all elements of the budget cycle from formulation to execution, including procurement, control and audit, which are aimed at the creation of reliable and relevant programs to improve all key aspects of public finance management (PFM), in order to benefit from the support and support of the budget sector, which is a more and more frequent mechanism in providing and the benefit of aid from the funds of EU member states.
The field of BF training is a very broad and very important field that aims to raise the institutional capacities, either at the central or local level, as well as budget organizations (OB) in budget drafting and planning, financial management and financial control. public, risk management and the operation of financial management and control, quality assurance in internal audit through auditing, funding sources, management and preservation of public money through public procurement as well as execution, monitoring, reporting and rules for spending and preservation of public money through the execution of the budget, all of which are regulated by the law on public finances and responsibilities (LMFPP), the law on the control of public finances (LCPF), the law on public procurement (LPP), the law on public enterprises (LPE).
