KIPA background
The Kosovo Institute for Public Administration (KIPA) was established in October 2003 (according to Administrative Order No. 2003/25) as the main institution responsible for the training of civil servants.
Its role and organization were legally consolidated in March 2014 through Law No. 04/L-221, giving it the mandate for the professional development of the entire public administration at central and local level, in partnership with local and international organizations.
In March 2020, KIPA moved to a new facility with a modern infrastructure of 8 training rooms and a capacity of up to 160 participants per day. Today, the Institute is a key pillar of public administration reform in Kosovo, training and certifying over 4,000 public officials per year.
Objectives
- Increasing the level of professionalism in the civil service;
- Increasing the level of general and specific knowledge necessary for membership in the European Union;
- Increasing the level of administration services that meet the needs of citizens;
- Increasing the use of modern technology in the daily work of civil servants;
- Building institutional capacity and development of the Kosovo Institute for Public Administration (KIPA).
