Another Agreement for the Ministry of Internal Affairs respectively Kosovo Institute for Public Administration (IKAP) and Lech Kaczyński National School of Public Administration (KSAP) Establish a Strategic Partnership,
Acting Director of the Kosovo Institute for Public Administration, Ms. Lule Isufi, and Ms. Małgorzata Bywanis-Jodlińska, Director of the Lech Kaczyński National School of Public Administration in Warsaw, Poland, have signed a Memorandum of Understanding in the field of public administration and governance.
The Memorandum of Understanding, signed on June 26, 2024, in Warsaw, signifies a historic agreement between KIPA, based in Prishtina, Kosovo, and KSAP, located in Warsaw, Poland. This partnership is founded on a mutual commitment to enhance the quality of civil services through joint activities, knowledge exchange, and capacity-building initiatives.
The Memorandum of Understanding provides a comprehensive framework for organizing beneficial joint conferences, seminars, and workshops for civil servants from Kosovo and Poland. It aims to promote the exchange of best practices and innovative approaches in public administration. Both institutions will closely collaborate to develop specific programs and projects through consultations with experts. The agreement includes provisions for cost-sharing and mutually approved mechanisms for all collaborative activities.
This partnership will facilitate the exchange of knowledge, expertise, and professional publications between IKAP and KSAP. It will also enable the identification of subject matter experts and joint efforts in developing publications and policy briefs.
The signing ceremony was attended by key representatives from both institutions: Kosovo Institute for Public Administration: Ms. Lule Isufi, Acting Director of KIPA; Mr. Bujar Thaçi, Director of the Department for Training Planning and Evaluation; Ms. Saranda Stublla, Representative of the Consulate General of the Republic of Kosovo in Warsaw.
Lech Kaczyński National School of Public Administration: Ms. Małgorzata Bywanis-Jodlińska, Director; Ms. Katarzyna Woś, Head of the Center for Public Administration Development; Dr. Anna Jaroń, Advisor to the Director; Dr. Marcin Sakowicz, Advisor to the Director; Ms. Justyna Adamska, Analyst, Center for Public Administration Development; Ms. Agnieszka Gumbrycht, Specialist, Center for Public Administration Development.
Ms. Lule Isufi, Acting Director General of KIPA, expressed optimism about the collaboration: “This Memorandum of Understanding represents a significant step towards strengthening our institutional capacities and enhancing the professionalism of civil servants in Kosovo. We look forward to productive exchanges and joint initiatives with KSAP.”
KIPA extends its gratitude to Deputy Minister for Internal Affairs Bardhyl Dobra for initiatives and for his continuous support in achieving international agreements with schools and institutes across Europe and beyond.
