Initiated cooperation between the Institute for Public Administration – IKAP and USAID KeG
Director of IKAP Mrs. Lule Isufi with associates hosted Mr. Gregory Robins – Head of the USAID KeG activity and associates Burim Meholli – Deputy. Head of the USAID KeG activity, Besim Ilazi – Head of Objective 2, and Arianit Dobroshi – Specialist for capacity development.
In the meeting, it was announced about the changes and advancement of the institution, the development and improvement of the legal infrastructure, trainings, digitization of services through platforms, trainings and education in this field of public administration. Mr. Robins laid out the possibility of cooperation and support in the components that are a priority of the Government of the Republic of Kosovo, the steps that can be taken to start cooperation, the signing of the agreement between USAID and the Government and the support that will be offered to IKAP for a development of e-Government infrastructure in Kosovo as USAID KeG aims to improve digital services and digital systems management of the Government of Kosovo by clarifying institutional roles and processes, strengthening institutional capacity to provide services, and engaging civil society and the private sector in e-Government.
Digital services and management of digital systems in public administration are growing to meet the demands and needs of citizens in an efficient and effective way. Support from USAID will accelerate the transformation to a digital government, which ensures that citizens receive high-quality, efficient and accessible services.
This activity is 5 years old and focuses on these three objectives:
1. Institutional roles and governance processes are clear and applicable.
2. Key institutions have the technical expertise and program management capabilities to develop, manage and deliver digital government platforms and services.
3. External mechanisms for feedback and oversight on priorities and delivery of digital services are in place and used.
Support and cooperation with IKAP is envisaged in objective 2 which provides for the provision of support to ASHI, IKAP and key ministries to create the necessary expertise and technical skills for the development and provision of digital platforms and services to the government. It will also focus on training staff and creating a favorable environment to retain IT professionals, emphasizing incentives and motivational schemes and identifying mechanisms for advanced and sustainable education of IT officials.
The implementation of digital services and management systems in public administration requires a clear strategy and a strong commitment to ensure their success. This includes investments in technology, training for personnel, as well as cooperation for the development and implementation of digital platforms and systems.
Ms. Isufi assured them of cooperation and the provision of data to move towards the development of the institution and the improvement of services, training for the public administration, the topics which are in the Public Administration Reform Strategy SRAP 2022- 2026 will be included in IKAP and USAID-KeG activities from all institutions.
