The overall purpose of the training of civil servants in the central administration is to “deepen their knowledge in the field of administrative procedures to enable the appraisal of second instance complaints and the professional use of the court when necessary”. Achieving this goal also leads to the independence and increase of the responsibility of civil servants in performing daily actions and tasks and ultimately in improving the quality of administrative acts.
