History of KIPA
Kosovo Institute for Public Administration was established in October 2003 on the basis of administrative order no. 2003/25 implementation of UNMIK regulation no. 2001/19 on the Executive Branch of the Provisional Institutions of Self-Government in Kosovo.
Based on this ordinance, KIPA is the main training institution, responsible for the general training of Kosovo civil servants and performs all functions based on legality, efficiency, responsibility and impartiality.
In March 2014, Law no. 04 / L -221 On the Kosovo Institute for Public Administration, a law which aims to regulate the organization, functioning and responsibilities of KIPA. KIPA provides training for all civil service and public administration at the central and local level throughout the territory of Kosovo, coordinating all training activities with local and international organizations.
KIPA today is among the key institutions with particular impact on public administration reform and partners in many organizations and projects that provide support in the development of human resources in the civil service and public administration in general.
In March 2020, KIPA was located in the new building, with modern infrastructure and sufficient space and for more and more days is becoming the primary place of providing training for public officials, training over 4000 officials per year, with a capacity of 8 (eight) training rooms, and with a capacity of 160 participants per day.
IKAP Mission
The mission of the Kosovo Institute for Public Administration is to implement training policies and strategies, professional skills development, and capacity building in the Civil Service, providing services to all institutions of the central and local level Civil Service.
Vision of IKAP
KIPA, as an executive agency within the Ministry of Internal Affairs, is responsible for the implementation of policies and strategies of training, vocational training and capacity development in the civil service and public administration and provides services to all civil service institutions at the central level. and local.
Target of KIPA
KIPA aims to be established in a modern training and retraining center for civil servants and public administration, to create preconditions for a modern and functional public administration, with the sole purpose: to provide efficient services to all citizens of our country.
